Department OverviewThe Utilities Billing Department is under the supervision of the assistant service safety director and exists to help the citizens of Athens establish, connect or change, essential services provided by the various city departments. The Utilities Billing Department provides customer service and collects fees for services like water, sewer, garbage, etc.
The Utilities Billing Department provides services to all city departments. They meet every Athens resident as they enter the community. It is the mission of this department to make that first impression a pleasant one as it strives to make the connection to city services as easy as possible.
WorkforceThe department's workforce is made up of two account administrators and two meter readers.
Here are some of the major functions of the Utilities Billing Department:
- Administration of garbage / recycling contracts
- Change of service orders
- Delinquent payment notification
- Generation of reports including mailing labels
- Mail distribution
- Management of the City Parking Garage
- Management of the Water / Sanitary, Sewer / Storm Sewer Tap Fee Program
- Sale of Motorcycle Parking Permits
Sale of Taps
The department also sells taps to connect to the infrastructure throughout the year. This program includes the review of new construction needs as associated with the volume of water / sewage flows and the development of the fees associated with the building use. The office then collects and processes the fees.

Utilities Billing Department workers collect and balance fees on a daily basis. The fees are then deposited into the bank and the deposit slips are tracked through the city auditor's office.
Water Meter Reading Services
The Utilities Billing Department manages the reading of all water meters in the city. There are approximately 4,665 active meters at this time. These meter readings are used to calculate the monthly billing charges for both the water and sewer services. Workers accomplish this by separating the city into four routes covering up to 54,552 meter readings each year. Along with the normal readings, they process 4,239 service orders and do over 10,000 final meter readings.
